For a group with plugins, 4 GB is more than enough.
If it falls short, you move up a plan without reinstalling anything and only pay the difference.

How much RAM does a Minecraft server need?
For a small group with no mods, 3 GB with Paper; with plugins, 4 GB; with a medium modpack, 6 GB; with a heavy one like All the Mods, 8 GB or more.
What uses more memory, players or mods?
Almost always the mods and the world being explored. Ten players together in the same base use far less than ten spread across the map.
What if it falls short?
You move up a plan from the panel, without reinstalling anything: the new RAM arrives on restart and you only pay the difference for what's left of the month.
